Artificial intelligence is Ukraine's chance to leapfrog a technology generation — unless we strangle it with regulation or hand it to foreign platforms.
In 2026 the Ministry of Digital Transformation is drafting an AI law: a roadmap and White Paper exist, a sandbox for testing AI products is running, and Ukraine has joined the Bletchley Declaration and the Council of Europe Framework Convention. The commission works to make developers' interests weigh as much as regulators' fears in the final text: flexibility for innovation, strictness only where risks are real.
Our principled position: Ukraine must be a producer of AI solutions, not merely a consumer of foreign APIs. Ukrainian companies are already embedding language models in their own products — from the ASKOD Assistant in document management to threat analytics in cybersecurity. Every such integration is added value that stays in the country, and competence that doesn't leave with an outsourcing contract.
