Ukrainian IT survives and grows through the war not because of privileges but because of predictable rules. The Legal Committee's mission is to keep those rules from being rewritten every quarter: a stable Diia.City regime with a 9% exit-capital tax and 5% personal income tax for specialists is not a "perk" — it is the minimum condition under which capital, talent and intellectual property stay in Ukraine rather than in neighbouring jurisdictions.
We are convinced that every hryvnia left with a product company works for the country better than one taken in tax — it becomes an engineer's salary, an investment in a home-grown product and export revenue. That is why the committee systematically resists attempts to raise the burden on the industry and complicate the work of private entrepreneurs and gig specialists. We monitor draft laws and bring industry expertise to parliament before the first reading.

Low taxes on IT

Product-model priority
Legal incentives for companies building their own products and IP in Ukraine — a product capitalises the country, not just man-hours.
EU-integration adaptation

Monitoring draft laws
We track every initiative affecting IT: from the Diia.City regime update (draft law No. 14362) to the rules for exchanging tax data on digital-platform income.

We advise member companies in disputes with regulators and support systemic cases that matter to the whole industry.
