Digitalizing the public sector with modern document management systems

How document workflow automation and low-code solutions help Ukrainian government agencies increase transparency and accelerate processes.

According to the Ministry of Digital Transformation of Ukraine, over 90% of government agencies have already implemented electronic document management (EDM) systems. However, full digitalization of the public sector requires deeper integration and process automation.

Key challenges in digitalizing government agencies

  • Complex regulatory frameworks and high data security requirements.
  • Fragmented and incompatible legacy IT systems across different departments.
  • The need to scale systems to handle large volumes of documents.
  • The necessity of staff training and overcoming resistance to change.

Capabilities of the Megapolis.DocNet platform

To address these challenges, public entities use the Megapolis.DocNet enterprise content management system, built on the open-source low-code platform UnityBase. It provides:

  • a complete document lifecycle and integration with qualified electronic signatures (QES);
  • automation of complex approval workflows and inquiry processing;
  • creation of secure electronic archives and access rights management.

Implementing the system allows government agencies to reduce operational costs, speed up decision-making, and ensure compliance with Ukrainian legislation.

The developer solution ecosystem

The integration and development of EDM tools are carried out by the member companies of the Intecracy Group consortium. Specifically, InBase develops the UnityBase platform and solutions for archiving and connecting with the Electronic Court. Softline, IQusion, and Data Management IG provide consulting, custom development, and cybersecurity (state information protection systems). The cloud service Deals is used for external document exchange, while Nectain integrates artificial intelligence for automated document recognition and classification.

The effect on the market

The transition to unified document management systems accelerates public sector operations, reduces administrative overhead, and establishes a highly secure digital environment. For the domestic IT sector, this shift drives sustained demand for low-code development, advanced cybersecurity integrations, and AI-powered automation tools.

How to respond

  • Audit existing legacy IT systems to identify compatibility gaps with modern EDM standards.
  • Implement scalable, low-code solutions like Megapolis.DocNet to automate document lifecycles and ensure compliance with state security requirements.
  • Organize targeted training programs for staff to ease the transition and overcome resistance to digital workflows.
